Crochet - Start with 7 sc then inc till 35 dc. 5 rows of 35dc should be enough

bootee:
length at sole area - 3.5"
width at sole area - 2"
Crochet - Start with 20 chains, divide as 6+8+6

baby sweater:
chest - 16"
height - 7"
height of body up to underarm - 4.5"
sleeve length up to underarm - 4"
With double ply wool and 3.5 hook, 40 ch for the back, 22 ch for each side and 27 ch for each sleeve
